When you step up to a higher level, what you paid in the last 12 months for lower-level courses inside the bigger course comes off its price, in proportion to how much of each is inside it, whichever topic it's from. Courses at the same or a lower level don't give credit against each other. A Focus course or above always costs at least £15. Read the full terms

About this course

Overview and Outcomes.

Who It's For

Officers and managers helping to shape a new or changing organisation and the services it will provide

Overview

A new organisation is built twice, once on paper and once in people, and the people who build it need to think strategically and creatively. This half day begins with Huish and Milliner's five phases from district into unitary and how work becomes more strategic, then why change in public service is different: legitimacy, Moore's strategic triangle, the five ways of working and Arnstein's ladder. It then explores strategic thinking with Horwath's three disciplines, deciding under certainty, risk and uncertainty, and measuring what matters through Goodhart's law and Results-Based Accountability. It closes with creativity and innovation, and design thinking from the Double Diamond to the Government Digital Service.

Aims

The aim is to develop leaders who can help design what comes next, thinking strategically, deciding well under uncertainty and putting people at the centre of new services. It is for officers and managers shaping a new or changing organisation who want to move from operational delivery towards strategic, creative work.

In summary, you will be able to:

  1. Describe the phases of building a new council, and design legitimacy into change that happens in public.
  2. Think and decide strategically, matching the decision tool to the level of certainty and designing measures that serve the purpose.
  3. Distinguish creativity from innovation and apply design thinking to put the people who use services at the centre of what comes next.

What you'll develop

Across this Explore, you will develop the ability to:

  1. Describe Huish and Milliner's five phases of transition from district into unitary and the leadership demands of each.
  2. Explain what makes public service change different and why legitimacy must be designed into a change from the start.
  3. Distinguish strategic thinking from strategic planning, strategic management and strategic leadership, and apply the test of value and real choice to a strategy document.
  4. Distinguish certainty, risk, uncertainty and ambiguity, and use four questions to place a live decision on that spectrum.
  5. Distinguish creativity, innovation and entrepreneurship, and diagnose whether a stalled idea in your organisation reflects a creativity gap or an innovation gap.
  6. Explain what makes design thinking human centred, empathy driven and non-linear, and compare the Double Diamond, d.school, IDEO and IBM models.
