Who It's For

Housing association board members, chairs, executives and tenant board members in Wales and England

Overview

Housing boards hold responsibility for people's homes and safety. This first half of Homes, boards and residents begins with co-regulation, comparing the Regulator of Social Housing in England with direct regulation by Welsh Government, and the Social Housing (Regulation) Act 2023, including Awaab's Law. It then turns to the board: chair and chief executive, tenant board members, committees, and the association as a genuine third way. Governance and viability ratings follow, with assurance as an early warning system, then tenant involvement from Arnstein's ladder to partnership. It concludes with consumer standards and tenant safety after Grenfell Tower and the death of Awaab Ishak, then Newham and the Three Lines Model.

Aims

The intention is to strengthen housing boards so that they read regulatory judgements with confidence, use committees for depth without abdicating decisions, treat assurance as an early warning system, and keep tenants' voice and safety at the centre of everything the board decides.

In summary, you will be able to:

  1. Compare regulation in England and Wales, and explain why the board, not the regulator, is the first line of assurance.
  2. Assess whether your committee structure gives real depth of scrutiny while the full board keeps the final decision.
  3. Use the six board questions and the Three Lines Model to start from tenants' safety and bring assurance together at board level.

What you'll develop

Across this Explore, you will develop the ability to:

  1. Explain the co-regulation model and why the board, not the regulator, is the first line of assurance.
  2. Identify the three distinctive features of a housing association board, including tenant board members with full voting rights.
  3. Explain why housing association boards delegate to committees and describe the four elements that make a committee trustworthy.
  4. Describe the cycle of board decision, executive implementation and committee assurance, and identify which decisions belong with the board.
  5. Explain the governance and viability judgements and how they sit with consumer standards in one published regulatory picture.
  6. Distinguish consultation, involvement and partnership, and place your own involvement activities on the participation ladder.
  7. Explain the three new powers given to the Regulator of Social Housing and the four consumer standards they enforce.
  8. Explain the Best Value Duty and the stages of intervention when an English council fails to meet it.
