Who It's For

Housing association and council housing boards and senior teams

Overview

Housing associations are independent, yet held to account through regulation that has changed sharply since Grenfell and the death of Awaab Ishak. Homes, boards and residents is for housing boards and senior teams in Wales and England. It covers co-regulation, the distinctive roles of chair, chief executive and board, committees and decision-making, and assurance through governance and viability ratings. Tenant involvement, the Social Housing (Regulation) Act 2023, consumer standards, Awaab's Law and complaints handled with humanity keep residents at the centre. Journeys, respect and reasonable adjustments, the board's role in strategy and risk, internal audit and the audit committee complete the picture.

Aims

This programme aims to help housing boards and senior teams govern well in a demanding regulatory environment, with residents' safety, voice and experience at the centre of every decision. It develops the judgement to test assurance properly, to work effectively between board and executive, and to meet regulatory expectations as a route to better homes and services.

In summary, you will be able to:

  1. Explain how housing governance and regulation work in Wales and England, including co-regulation, consumer standards and governance and viability judgements.
  2. Assess assurance on risk, tenant safety, complaints and financial viability using internal audit, committees and resident evidence.
  3. Lead board and executive decisions that involve tenants genuinely, treat residents with respect and meet regulatory standards with integrity.

What you'll develop

By the end of this Immerse, you will be able to:

  1. Explain the co-regulation model and why the board, not the regulator, is the first line of assurance.
  2. Explain why housing association boards delegate to committees and describe the four elements that make a committee trustworthy.
  3. Explain the governance and viability judgements and how they sit with consumer standards in one published regulatory picture.
  4. Explain the three new powers given to the Regulator of Social Housing and the four consumer standards they enforce.
  5. Explain the purpose and main timescales of Awaab's Law in England and the different route Wales has taken through the Welsh Housing Quality Standard.
  6. Explain the Housing Ombudsman's findings on respect and identify where respect breaks down in your own service.
  7. Explain the board's role in setting the risk tone and testing that it holds, as distinct from management's job of managing risk.
  8. Explain the core functions of an audit committee and why its independence from management is its greatest asset.
