Overview and Outcomes.
Who It's For
Senior leaders, board members and service heads in councils, the NHS, housing, policing, fire and charities shaping how teams are governed.
Overview
This Focus brings together the leadership, team and governance sides of agile working. It opens with the redesigned leader's role, drawing on Heifetz, Bungay's three gaps, mission command and McChrystal's team of teams. It then looks at teams through Team Topologies, cognitive load, Conway's Law and Edmondson's psychological safety, before testing scaling frameworks such as SAFe and the Spotify model against the joins between teams. It closes with funding, Beyond Budgeting and OKRs, self-management from Buurtzorg to Haier, and agile under public duty, including the Service Standard for Wales and the Universal Credit findings.
Aims
This Focus aims to develop leaders who set clear intent and boundaries, design stable teams around the services people experience, and reshape funding, governance and decision rights so that accountability and learning pull the same way, while keeping public duties and the people who rely on services at the centre.
In summary, you will be able to:
- Set intent and boundaries that let teams closest to the work decide how to deliver it.
- Review how your teams, funding and board assurance either support or block learning across the organisation.
- Apply public service standards and decision rights so that agile work stays accountable to the people it serves.
What you'll develop
Through this Focus course, you will build the ability to:
- Set intent and boundaries for a team, checking understanding through backbriefing, so that the people closest to the work can decide how.
- Use Team Topologies, cognitive load and the inverse Conway manoeuvre to design or review teams around the service you want users to experience.
- Compare the main scaling frameworks by how much structure they add, and judge whether a framework is reducing dependencies or rebuilding bureaucracy.
- Plan board assurance that moves from checking the plan towards testing value, using outcome roadmaps and a quarterly review to continue, change or stop work.
- Apply clear decision rights and the advice process so that authority in your team is distributed but explicit.
- Explain how public services can learn early and safely, using the Double Diamond and the discovery, alpha, beta, live and retirement lifecycle.
