About this course

Overview and Outcomes.

Who It's For

Aspiring and new chief executives leading councils and public bodies alongside partners

Overview

Four modules follow the top job beyond the building. It opens with place leadership: Sir Michael Lyons's place-shaping, public services boards under the Well-being of Future Generations (Wales) Act 2015, statutory partnerships in England and Wales, Huish and Milliner's verbs of partnership leadership and Gwent as the first Marmot region in Wales. It then examines how chief executives are appointed, appraised and protected, including the JNC conditions and dismissal safeguards. Sustaining yourself follows, through Ronald Heifetz's productive zone of disequilibrium and Achor and Gielan on recovery. It closes with a capstone on Michael Watkins's The First 90 Days and two illustrative Welsh cases, Cyngor Sir Glanmor and Cartrefi Bro Taf.

Aims

The aim is to prepare chief executives to lead with partners they do not control, to understand the arrangements that hold them to account, to look after their own judgement and health, and to begin the role with honest diagnosis and a clear plan.

In summary, you will be able to:

  1. Apply the verbs of partnership leadership to convene partners across a place, and audit how much of your time goes where it matters most for residents.
  2. Explain how council chief executives are appointed, appraised and protected in England and Wales, and the accountability that still applies to the role.
  3. Plan your first hundred days as chief executive, alongside a personal sustainability plan that protects your judgement, integrity and health over the long term.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Apply the verbs of partnership leadership and the six steps for convening a place, and audit your diary for place time.
  2. Describe the JNC conditions and an annual appraisal cycle, including the part played by an external facilitator and a cross-party panel.
  3. Plan a personal support system and sustainability plan, including your early warning signs and when to seek proper support.
  4. Judge where to bend and where to stand firm under pressure, and how to leave a chief executive role well.
  5. Apply Watkins' disciplines to diagnose whether you face a turnaround, a realignment or an organisation that mainly needs sustaining.
  6. Plan your first 100 days on a page, covering relationships, statutory assurance, the top team and how you will stay well.
