About this course

Overview and Outcomes.

Overview

This module addresses abuse and intimidation in public life with care, starting from the position that abuse is not part of the job. Drawing on the Local Government Association's Debate Not Hate surveys of 2025 and 2026, it names the kinds of harm councillors face and sets out duty of care steps, protections in Wales and England, personal safety habits and four habits that sustain wellbeing. This capstone module brings the programme together through applied case studies. It examines the Local Government Association's 2025 Debate Not Hate survey and its lessons for councils and groups, job-share cabinet roles in Wales under the Local Government and Elections (Wales) Act 2021, and an illustrative planning row that tests predisposition and predetermination. It closes with the ward and whole area matrix, questions for your next year and a personal development plan.

What you'll develop

In this Bitesize, you will develop the ability to:

  1. Describe the scale and kinds of abuse and intimidation councillors face, and why they matter for who is willing to stand.
  2. Identify the protections and support available in Wales and England, and the practical duty of care steps councils can put in place.
  3. Plan personal safety and wellbeing habits, including boundaries, peer support and switching off, that will help you sustain a long public life.
  4. Assess the lessons of the 2025 Debate Not Hate survey for councils and political groups, and the part civility plays for everyone in local democracy.
  5. Judge the opportunities and design demands of executive job sharing, and apply the principles of an open mind to a planning row in your ward.
