About this course

Overview and Outcomes.

Overview

This module examines what overview and scrutiny in local government is for, using the Centre for Public Scrutiny's definition of accountability, clarity and influence. It traces scrutiny from the Local Government Act 2000 and the Beecham Review to the Centre for Governance and Scrutiny's four principles, and uses Swansea's critical friend model, Leicestershire's annual report and Jeremy Colman's warning against noting papers to show what good looks like.

What you'll develop

In this Bitesize, you will develop the ability to:

  1. Explain the purpose of scrutiny, drawing on the Centre for Public Scrutiny's definition and its development from the Local Government Act 2000 and the Beecham Review.
  2. Apply the Centre for Governance and Scrutiny's four principles of good scrutiny to assess a committee session, report or line of questioning.
  3. Distinguish scrutiny's role of making recommendations from the executive's role of taking decisions, and identify practical tools a committee can use, from task and finish groups to co-opted members.
