About this course

Overview and Outcomes.

Overview

Councillors are elected on promises, and a corporate plan is how those promises reach a resident's doorstep. This module follows the golden thread from vision through service plans to lived experience, explains the Best Value Duty under the Local Government Act 1999 and how it is assessed, and distinguishes outputs from outcomes. Examples from Bolton, Dorset and Walsall show the thread working, and where it frays. No council, acting alone, delivers the outcomes residents want. This module explains why councils work with others, sets out the Local Government Association's spectrum from informal networks to full integration such as the Better Care Fund, and weighs benefits against accountability risks. It introduces co-production and place leadership in their basic form, and uses Rotherham's integration of health and social care to show what joint working can achieve.

What you'll develop

In this Bitesize, you will develop the ability to:

  1. Describe what a corporate plan contains and trace the five levels of the golden thread from vision to residents' lived experience.
  2. Explain the Best Value Duty and the staged way government assesses and enforces it.
  3. Distinguish outputs from outcomes and identify the common ways a golden thread breaks down.
  4. Explain the four drivers of partnership working: shared outcomes, complexity, cost and capacity, and legal duty.
  5. Place a partnership on the four stage spectrum and match its governance and accountability to its level of integration.
