Overview
This Focus looks at how safety is designed into the way organisations work together and listen. It opens with information sharing, clearing away common myths with the Department for Education's 2024 advice, comparing partnership arrangements in Wales and England and reflecting with care on the Child Practice Review following the death of Logan Mwangi. It then examines domestic abuse and exploitation as power and control, covering the Domestic Abuse Act 2021, Ask and Act in Wales, the Modern Slavery Act 2015 and the Rotherham inquiries. The third module draws on Mid Staffordshire, whistleblowing law and Amy Edmondson's psychological safety. A capstone reads Winterbourne View, Operation Jasmine and the review into the deaths of Arthur Labinjo-Hughes and Star Hobson.
Aims
The aim is to help leaders build arrangements that protect people in practice: information sharing that agencies trust, a confident response to domestic abuse and exploitation for the public and the workforce, and a culture in which concerns are raised early and acted on.
In summary, you will be able to:
- Plan how your organisation shares safeguarding information with partners and turns the learning from reviews into lasting changes in everyday practice.
- Assess how procurement, workforce policies and responses to uncomfortable concerns could allow domestic abuse, control or exploitation to go unseen in your organisation.
- Lead a speaking up culture, combining an effective speaking up system with psychological safety, so that warnings reach the people who can act on them.
What you'll develop
Through this Focus course, you will build the ability to:
- Explain why no single agency holds the whole picture, and correct common myths about data protection, consent and timing in safeguarding information sharing.
- Plan how your organisation will read, test, change, check and share the learning from safeguarding reviews so that practice changes.
- Outline the Welsh approach under the VAWDASV Act 2015, including Ask and Act, and what an organisation must have in place before staff ask the question.
- Assess how your organisation's procurement, workforce policies and response to uncomfortable concerns could allow control and exploitation to go unseen.
- Apply Edmondson's three moves and the signals of healthy and unhealthy speaking up cultures to judge and strengthen psychological safety in your team.
- Compare the common threads across the three cases and plan specific leadership actions on data, concerns, accountability and seeing the person.
