About this course

Overview and Outcomes.

Overview

A good relationship runs inside machinery, and officers who understand it have an easier working life. This module explains leader and cabinet, committee and mayoral models and the English Devolution and Community Empowerment Act 2026, the scheme of delegation and how to read its boundary, and the decision cycle with key decisions, forward plans and call-in. The Thurrock Best Value inspection shows what happens when delegation loses its boundary.

What you'll develop

In this Bitesize, you will develop the ability to:

  1. Explain how your council's governance model shapes how and when you engage members on a decision.
  2. Assess whether a decision sits within your delegated authority, using its political weight as well as financial thresholds.
  3. Describe the stages of the decision cycle, including key decisions, advance notice and call-in, and plan realistic timescales around them.
