When you step up to a higher level, what you paid in the last 12 months for lower-level courses inside the bigger course comes off its price, in proportion to how much of each is inside it, whichever topic it's from. Courses at the same or a lower level don't give credit against each other. A Focus course or above always costs at least £15. Read the full terms

About this course

Overview and Outcomes.

Who It's For

Officers, managers and partners who work across public bodies

Overview

Residents rarely know which tier owns their problem, and leaders who understand how the whole system fits together give better answers. This day begins with a map of the wider public sector and the statutory duty behind every public body, then Westminster, from the stages of a bill to select committees, the House of Lords and the Parliament Acts, and Whitehall and the Carltona principle. In Wales it explores the Senedd and the reserved powers model, then compares the NHS in England with NHS Wales. Policing, councils since 1835 and three models of fire and rescue follow. It ends with devolution, housing regulation, Awaab's Law and multi-agency working.

Aims

The aim is to help officers and partners explain who decides and who is accountable across the public sector, answer residents with confidence about which body owns their issue, and work well with partners whose rules, funding and lines of accountability differ from their own.

In summary, you will be able to:

  1. Classify any public body using the ONS map, and identify the statutory duty and specific powers it works from.
  2. Explain how Parliament makes law and holds government to account, and prepare your organisation to give evidence to a committee.
  3. Apply practical questions about duties, handovers and a shared picture when your work crosses an organisational or national boundary.

What you'll develop

By the end of this Immerse, you will be able to:

  1. Classify any public body using the ONS three way map and identify the statutory duty and specific powers it works from.
  2. Explain why the House of Lords can revise and delay legislation but cannot block the elected government, using the Parliament Acts and the Salisbury Convention.
  3. Identify whether a policy area is devolved, reserved or partly devolved under the reserved powers model, and why that decides who you engage.
  4. Describe how NHS Wales is governed, from the Welsh health minister and Director General to the seven Local Health Boards, national bodies and the Joint Commissioning Committee.
  5. Distinguish two tier, unitary, combined authority and parish arrangements and identify which council delivers a given service in each.
  6. Compare the accountability models of local government, policing, NHS bodies, NHS England's functions and fire and rescue.
  7. Describe the types of local authority in England and explain what a combined authority and its mayor can and cannot do.
  8. Describe how MAPPA, integrated health and social care and joint emergency response bring separate bodies together around shared work.
