Overview
Not every social landlord is the council. This module sets out how council housing differs from independent, not-for-profit housing associations, places both within a wider market that includes private renting, and compares regulation in England, through the Regulator of Social Housing and the Social Housing (Regulation) Act 2023, with direct Welsh Government regulation. It covers Awaab's Law, the Renters' Rights Act 2025 and the Renting Homes (Wales) Act 2016. Most serious public service work crosses organisational lines, and failures open at the boundary. This module looks at Multi-Agency Public Protection Arrangements, integrated health and social care and joint emergency response, draws on Avanti's Leading Partnerships material and its four conditions, and examines why inquiries find everyone assumed someone else was responsible. It sets out the Civil Contingencies Act 2004 and JESIP, with practical questions for crossing boundaries.
What you'll develop
In this Bitesize, you will develop the ability to:
- Distinguish council housing from housing associations by ownership, decision-making and the rules that apply.
- Compare how social landlords are regulated in England and in Wales, including the changes made by the Social Housing (Regulation) Act 2023.
- Apply a two-part check of nation and landlord type before relying on any rule, including Awaab's Law and renting law on each side of the border.
- Describe how MAPPA, integrated health and social care and joint emergency response bring separate bodies together around shared work.
- Explain why accountability blurs when delivery crosses organisational boundaries, using the four ways delivery slips and the limits of coordinating frameworks.
- Apply practical questions about duties, handovers and a shared picture, alongside the four conditions for partnership, when your work crosses a boundary.
