Overview and Outcomes.

Who It's For

Leaders and boards in councils, housing, health and care

Overview

Regulation exists because the public cannot see inside the services it relies on. Ready for inspection treats it as a route to better services rather than a test to pass. It begins with why we regulate and how regulators think, from Ayres and Braithwaite's enforcement pyramid to Sparrow's regulatory craft, then maps the landscape in Wales and England across health and care, education, housing and local government audit. Compliance culture beyond box-ticking, Goodhart's law and complaints as evidence follow, with ombudsmen, complaint handling codes and Awaab's Law. Assurance mapping, counter fraud and capstone cases including Betsi Cadwaladr, Whorlton Hall and Grenfell keep residents at the centre.

Aims

The aim is to help leaders and boards in councils, housing, health and care meet regulation with confidence and use it to improve services, not merely to pass inspection. It develops the judgement to build genuine compliance cultures, to treat complaints and resident experience as evidence, and to hold assurance that stands up to scrutiny.

In summary, you will be able to:

  1. Explain how regulation, inspection, audit and ombudsman schemes work across Wales and England, and how regulators are likely to judge your service.
  2. Assess your organisation's readiness for inspection using assurance maps, complaint data and resident experience as evidence of how services really perform.
  3. Lead a culture of integrity and learning that goes beyond box-ticking and keeps residents and service users at the centre of compliance.

What you'll develop

By the end of this Immerse, you will be able to:

  1. Explain why public services are regulated, using information asymmetry and the five purposes of regulation.
  2. Identify the main regulators in Wales and England for health, social care, education, housing, audit and complaints.
  3. Explain the three new powers given to the Regulator of Social Housing and the four consumer standards they enforce.
  4. Distinguish Paine's compliance-based and integrity-based approaches and explain why integrity includes compliance.
  5. Describe who does what in the ombudsman landscape in Wales and England, including the wider powers of the Public Services Ombudsman for Wales under the 2019 Act.
  6. Explain how missed warnings turn into formal complaints and campaigns, using the Mid Staffordshire case and the listening loop.
  7. Explain the fraud triangle of pressure, opportunity and rationalisation, and use it to reduce the conditions in which fraud occurs.
  8. Explain what the Grenfell, Trivallis and Tell Us Once cases show about voice, records, respect, leadership attention and learning.
