About this course

Overview and Outcomes.

Who It's For

Senior leaders, HR and digital leads in councils, the NHS, housing, police, fire and charities rethinking how public service work is organised.

Overview

This half-day Explore looks at how public service work is being reorganised. It opens with self-management and new organisational forms, testing Laloux's teal organisations, Buurtzorg and Haier, then turns to agile under public duty through the Double Diamond, the UK and Welsh service standards and the Universal Credit findings. It moves on to the evidence on hybrid working and the Trip.com trial, flexible working law and the Employment Rights Act 2025, and the four-day week from Iceland to South Cambridgeshire. It closes with focused collaboration, AI and the jagged frontier, and cases from HealthCare.gov to Bromford and Hafod.

Aims

This Explore aims to develop leaders who can distribute authority clearly, keep public duties at the heart of service design, judge the evidence on new working patterns honestly, and lead their teams through hybrid working and AI in ways that are fair, focused and grounded in learning.

In summary, you will be able to:

  1. Redesign decision rights in your team so that authority is distributed but explicit.
  2. Assess new working patterns, from hybrid to the four-day week, against service outcomes and fairness.
  3. Apply the four instructions of diagnose, design, trust and learn to change in your own service.

What you'll develop

Across this Explore, you will develop the ability to:

  1. Apply clear decision rights and the advice process so that authority in your team is distributed but explicit.
  2. Explain how public services can learn early and safely, using the Double Diamond and the discovery, alpha, beta, live and retirement lifecycle.
  3. Plan a hybrid arrangement for your team that starts from the work, uses a team working agreement and anchor days, and builds in parity and fairness for frontline roles.
  4. Recognise when an inflexible rule may amount to indirect discrimination, and check your team's decisions for patterns affecting carers, disabled staff and older workers.
  5. Plan a fair trial of shorter working time that redesigns the work and measures service outcomes, workforce, wellbeing and cost against a baseline.
  6. Plan a team communication charter that records decisions in writing, sets response times and protects time for focus.
  7. Decide, task by task, whether work should be automated, augmented or kept human, drawing on the principles of the UK government's AI Playbook.
  8. Apply the five layers of agile leadership and the four instructions to diagnose the work, design the system, trust the people and keep learning in your own service.
