About this course

Overview and Outcomes.

Who It's For

Senior leaders, statutory officers and members shaping organisational integrity

Overview

Integrity has to hold under pressure: in an emergency procurement, when a report is uncomfortable, or when a culture quietly drifts. This programme covers fraud, bribery and the new failure to prevent fraud offence, with CIPFA's principles and the Covid-19 PPE high priority lane as a case. It examines candour and the proposed duty in the Hillsborough Law, the roles of monitoring and section 151 officers, and accountability without scapegoating. It then explores how leaders build ethical culture, drawing on Treviño's moral person and moral manager, before applying everything to Thurrock Council and two illustrative Welsh cases.

Aims

This programme aims to develop leaders who make integrity part of how their organisation works, not just what it says: managing fraud risk, volunteering what others need to know, supporting statutory officers, and visibly modelling the conduct that shapes culture, so that standards hold when pressure rises.

In summary, you will be able to:

  1. Identify fraud, bribery and procurement risks, including the failure to prevent fraud offence, and apply CIPFA's principles to strengthen controls under pressure.
  2. Distinguish honesty from candour and apply duties of candour and impartial advice in ways that support accountability without scapegoating individuals.
  3. Plan practical steps that build an ethical culture, drawing on the moral person and moral manager and on lessons from real and illustrative cases.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Describe the main fraud and bribery offences, including failure to prevent fraud, and the defence each corporate offence allows.
  2. Identify red flags in procurement and payments and explain why controls and equal treatment matter most under urgency.
  3. Distinguish honesty, candour and accountability, and describe the current status and main provisions of the Public Office (Accountability) Bill.
  4. Explain how impartial, recorded advice and the statutory duties of monitoring and section 151 officers support speaking truth to power.
  5. Explain the difference between the moral person and the moral manager and why both are needed to be seen as an ethical leader.
  6. Apply the programme's ethical themes, from blind spots to culture, to analyse a real or illustrative case.
