About this course

Overview and Outcomes.

Who It's For

Leaders, officers and elected members in public service

Overview

This half-day programme brings together the full picture of ethics, integrity and standards in public service. It begins with the Nolan Principles, ethical reasoning and why good people do wrong things, drawing on Rest, Bandura, Janis and the Post Office Horizon scandal. It moves through codes, regulators and conflicts of interest in Wales and England, then to fraud and procurement integrity, candour and the Hillsborough Law, and the leadership practices that build ethical culture. It closes with Thurrock Council and two illustrative Welsh cases, drawn together in an ethics loop centred on public trust.

Aims

The aim is to develop leaders, officers and members who put integrity first: able to reason through hard calls, manage interests and fraud risk, speak with candour, and shape a culture in which doing the right thing is expected, supported and visible to the public they serve.

In summary, you will be able to:

  1. Explain the Nolan Principles, the standards frameworks in Wales and England and the legal duties on fraud, bribery, conflicts and candour.
  2. Apply ethical reasoning tools to hard decisions and recognise the blind spots, pressures and dynamics that lead good people to do wrong.
  3. Lead an ethical culture by modelling conduct, supporting statutory officers and applying lessons from real and illustrative public service cases.

What you'll develop

Across this Explore, you will develop the ability to:

  1. Explain each of the seven Nolan Principles and why the leadership principle asks more than personal good conduct.
  2. Identify blind spots and moral disengagement mechanisms, such as ethical fading and diffusion of responsibility, in workplace decisions.
  3. Distinguish a code of conduct, which sets minimum standards, from a behavioural framework, which describes what good looks like.
  4. Describe the main fraud and bribery offences, including failure to prevent fraud, and the defence each corporate offence allows.
  5. Distinguish honesty, candour and accountability, and describe the current status and main provisions of the Public Office (Accountability) Bill.
  6. Apply the programme's ethical themes, from blind spots to culture, to analyse a real or illustrative case.
