When you step up to a higher level, what you paid in the last 12 months for lower-level courses inside the bigger course comes off its price, in proportion to how much of each is inside it, whichever topic it's from. Courses at the same or a lower level don't give credit against each other. A Focus course or above always costs at least £15. Read the full terms

Who It's For

Senior leaders working across health, social care, housing and homelessness services

Overview

People do not live their lives in separate systems, and the leaders who serve them cannot work that way either. This flagship begins with the machinery: the Senedd, the NHS in England and in Wales, and how policing is governed. It then turns to integration, from Walter Leutz's three levels to pooled funds, workforce, care closer to home and a capstone on Torbay and Gwent. Homelessness, mental health and multiple disadvantage follow, drawing on Hard Edges and the Welsh Adverse Childhood Experiences study, then Housing First and housing with care. The last section covers trauma-informed organisations, lived experience leadership, safeguarding, staff wellbeing and systems leadership in Wales and England.

Aims

The course exists to develop senior leaders who can lead across the boundaries between health, care and housing, build services that are safe for people who have lived with trauma, hold partnerships to shared purpose when nobody is in charge, and keep one person's life at the centre of every system decision.

In summary, you will be able to:

  1. Compare how health, care and policing are governed in Wales and England, and assess whether integration arrangements genuinely shape decisions.
  2. Apply Housing First principles and trauma-informed practice, including the Sanctuary Model, to make services safe for people who have lived with trauma.
  3. Assess where you sit on the spectrum from hero to host, and plan how to lead a partnership that nobody controls.

What you'll develop

Through the programme, you will be able to:

  1. Identify whether a policy area is devolved, reserved or partly devolved under the reserved powers model, and why that decides who you engage.
  2. Explain why Wales plans integration by region and how the Welsh model, in which health boards both plan and deliver care, shapes partnership and accountability.
  3. Set out the five steps of a good hospital discharge and explain why discharge is a shared regional responsibility rather than a hospital problem.
  4. Interpret the headline figures on rough sleeping and temporary accommodation in Wales and England, including how each nation counts and why the figures are not like for like.
  5. Explain why the building, rules and relationships of a service are part of the support, using SAMHSA's six principles and the five elements of a PIE.
  6. Distinguish lived experience, lived expertise and experts by experience, and explain why lived experience is a form of knowledge rather than only feedback.
  7. Explain why partnerships without shared budgets or shared risk tend to stay as conversations, using the Plymouth Alliance and Changing Futures as examples.
  8. Describe the role of Integrated Care Boards and the main steps in twenty years of English place-based reform.
