About this course

Overview and Outcomes.

Who It's For

Public service and partnership leaders in Wales and England

Overview

Systems change outlasts most strategies, structures and jobs. This programme looks at what helps it last. It reads the Well-being of Future Generations (Wales) Act 2015 as a systems framework, with Gwent as a Marmot region, and sets England's integrated care, place and devolution arrangements alongside it. It introduces Human Learning Systems and relational commissioning through the Plymouth Alliance, then explores measurement that serves learning rather than gaming, from Goodhart's law to Results-Based Accountability and the Welsh ambulance Clinical Response Model. It closes with sustaining yourself as a systems leader and the Wigan Deal, Leeds and the Preston Model.

Aims

This programme aims to develop leaders who can embed systems change in law, place, commissioning and measurement, and sustain themselves through it. It is for public service and partnership leaders in Wales and England who want to use the frameworks they already work within, manage through learning rather than control, and stay well over the long haul.

In summary, you will be able to:

  1. Compare the Welsh and English frameworks for systems working, including the five ways of working, Public Services Boards, Integrated Care Boards and place-based approaches.
  2. Design measures and commissioning arrangements that support learning, contribution and relationships rather than gaming, drawing on Human Learning Systems and Results-Based Accountability.
  3. Plan how to sustain your own energy and practice as a systems leader, and apply lessons from established place-based cases to your own work.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Explain how the five ways of working in the Well-being of Future Generations Act map onto systems ideas such as delays, the fundamental solution and boundary critique.
  2. Describe the role of Integrated Care Boards and the main steps in twenty years of English place-based reform.
  3. Explain the three principles of Human Learning Systems and the familiar management habit each one replaces.
  4. Explain how targets change behaviour, using Goodhart's law, Campbell's law and Bevan and Hood's ratchet, threshold and output distortion effects.
  5. Explain how Heifetz's productive zone of disequilibrium and Heifetz and Linsky's ideas on hungers, role and self apply to your own leadership.
  6. Analyse a real case through several systems frameworks at once, including archetypes, leverage points, stocks and flows, and power.
