Overview and Outcomes.
Who It's For
Leaders and managers in councils, fire, policing, the NHS, housing and charities who work across organisational and national boundaries.
Overview
This Focus brings together the services and boundaries that shape everyday partnership work. It begins with three models of fire and rescue governance and the South Wales intervention, then uses local government as a baseline to compare accountability in policing, the NHS and fire. It sets out where housing sits, from councils and housing associations to Awaab's Law and the Renting Homes (Wales) Act 2016, then turns to MAPPA, the Civil Contingencies Act 2004 and JESIP. It closes with an England and Wales comparison and three live cases, including the Manchester Arena Inquiry.
Aims
This Focus aims to develop leaders who understand how partner organisations are governed, check rather than assume which rules apply in each nation and sector, and work across boundaries with clear duties, careful handovers and a shared picture, so that accountability does not blur when it matters most.
In summary, you will be able to:
- Trace the accountability chain of a partner organisation before raising a concern or agreeing joint work.
- Check which national and sector rules apply before relying on them in cross-border work.
- Strengthen handovers and shared understanding when your service works with other agencies.
What you'll develop
Through this Focus course, you will build the ability to:
- Distinguish the combined fire authority, single authority and commissioner led models by who governs and how directly each is accountable to the public.
- Distinguish the chief constable's operational independence from the officers advise, members decide relationship in councils, and trace the accountability chain before you raise a concern.
- Apply a two-part check of nation and landlord type before relying on any rule, including Awaab's Law and renting law on each side of the border.
- Apply practical questions about duties, handovers and a shared picture, alongside the four conditions for partnership, when your work crosses a boundary.
- Use the four checks to avoid common mistakes when your work crosses the England and Wales border.
- Plan practical steps for leading in your own context while structures are redrawn, including treating implementation dates as planning assumptions.
