About this course

Overview and Outcomes.

Who It's For

Leaders and managers in councils, the NHS, policing, housing and charities working in Wales, in England or across the border.

Overview

This Focus brings together devolution and two of the largest public services. It begins with the Senedd and the reserved powers model of the Wales Act 2017, the ninety-six Member Senedd and the Sewel convention. It then compares the NHS in England, with arm's length bodies, Integrated Care Boards and the Health Bill, with NHS Wales, where seven Local Health Boards plan and deliver care under direct Welsh Government oversight. It closes with policing, setting out the Policing Protocol, commissioners, chief constables and panels, and the announced reforms to police governance.

Aims

This Focus aims to develop leaders who know which decisions are made where, can work confidently with the Senedd and Welsh Government, understand how health and policing are governed in each nation, and can lead through reorganisation by asking who plans, who buys and who is accountable.

In summary, you will be able to:

  1. Identify whether a decision sits with Westminster, the Senedd or a local body before you engage.
  2. Compare how health services are planned, commissioned and held to account in England and in Wales.
  3. Work with policing partners in a way that respects both elected accountability and operational independence.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Identify whether a policy area is devolved, reserved or partly devolved under the reserved powers model, and why that decides who you engage.
  2. Apply four durable questions about who plans, who buys, who is accountable and to whom, to lead through reorganisation in any sector.
  3. Compare who commissions, who provides and who is accountable in the split English system and the directly run Welsh system.
  4. Explain the separation between elected accountability for direction and resources and the chief constable's operational independence under the Policing Protocol.
  5. Assess what the announced abolition of commissioners and the Police Reform White Paper mean for your partnerships, separating what is settled from what is still proposed.
