When you step up to a higher level, what you paid in the last 12 months for lower-level courses inside the bigger course comes off its price, in proportion to how much of each is inside it, whichever topic it's from. Courses at the same or a lower level don't give credit against each other. A Focus course or above always costs at least £15. Read the full terms

Overview

Holding England and Wales side by side, sector by sector, shows that devolution has produced no single pattern. This module compares the NHS, policing, fire and rescue, social housing and central government, using three patterns of difference and the reminder that today is not tomorrow. It offers four checks, a whole landscape grid and four common mistakes, so you can check rather than assume when working across the border. This capstone tests a toolkit of roles and powers, arm's length bodies, operational independence and the England and Wales comparison against three live cases: the Health Bill and its slipping timetable, the abolition of Police and Crime Commissioners, and the Manchester Arena Inquiry. It draws out what the cases share, from the Carltona principle to Wales rarely simply following, and turns them into four practical moves for your own work.

What you'll develop

In this Bitesize, you will develop the ability to:

  1. Identify the three patterns of difference between England and Wales and recognise which one applies in each of the five sectors.
  2. Compare the current position and direction of travel in each nation for the NHS, policing, fire and rescue, social housing and central government.
  3. Use the four checks to avoid common mistakes when your work crosses the England and Wales border.
  4. Use four questions, on who answers, distance from ministers, what is protected and whether Wales differs, to read a live public sector case.
  5. Explain how the Carltona principle, arm's length reform and multi-agency accountability apply to the Health Bill, commissioner abolition and the Manchester Arena Inquiry.
  6. Plan practical steps for leading in your own context while structures are redrawn, including treating implementation dates as planning assumptions.
