Who It's For

Leaders introducing AI alongside staff, unions and the public

Overview

This half-day programme focuses on the people side of AI: those who oversee it, those whose work it changes and those it serves. It opens with oversight that works and with the lessons of Robodebt, the Dutch childcare benefits scandal and Horizon, then turns to the evidence on AI and jobs, the Workforce Partnership Council's principles and the expertise pipeline problem. Drawing on Edmondson's psychological safety, Bridges on transition and O'Neill on trust, it explores shadow AI, public engagement and chatbots, and closes with two illustrative Welsh cases read through seven lenses.

Aims

This programme aims to develop leaders who can govern and introduce AI in ways that staff, unions and the public can trust: insisting on meaningful oversight, heeding the lessons of public service failures, protecting skills and entry routes, and treating consultation and transparency as part of good design rather than afterthoughts.

In summary, you will be able to:

  1. Distinguish hollow from meaningful human oversight and identify the recurring patterns and warning signs behind algorithmic failures in public service.
  2. Plan workforce change that involves staff and unions, protects entry routes and builds AI literacy at every level of the organisation.
  3. Apply seven lenses, from governance to public trust, to an AI proposal and set out actions that keep services accountable to residents.

What you'll develop

Across this Explore, you will develop the ability to:

  1. Distinguish hollow from meaningful human oversight and assess it using override rates and what reviewers say.
  2. Describe what went wrong in Robodebt, the Toeslagenaffaire and Horizon, and who bore the harm.
  3. Describe the Workforce Partnership Council's five principles and the steps it expects before and after a system goes live.
  4. Describe what AI literacy means at four levels: everyone, managers, specialists, and leaders and boards.
  5. Explain why AI can help read consultation responses but must not weigh them, and apply five guard rails for engagement.
  6. Apply seven lenses to an AI proposal: strategy, data, legal, governance, workforce, literacy and public trust.
