Who It's For
Housing leaders and board members working with regulators, tenants and partners
Overview
Tenants, care and two nations focuses on how social landlords are tested from outside and how they work beyond their own walls. It begins with assurance: governance and viability ratings, the patterns that draw regulatory attention, and the difference between compliance and early warning. It then explores tenant involvement, from Arnstein's ladder to Tenant Satisfaction Measures and the reforms after Grenfell Tower and the death of Awaab Ishak. The later modules turn to housing with care and dual regulation, the wider stakeholder landscape, the England and Wales comparison through Community Housing Cymru and the National Housing Federation, and three applied cases.
Aims
This programme aims to help housing leaders and board members see their organisation as others see it, through the eyes of the regulator, tenants and partners, and to build assurance, involvement and partnership practice that would catch problems early in either England or Wales.
In summary, you will be able to:
- Assess board assurance against regulatory judgements and the lessons of the Awaab's Law case, distinguishing compliance from genuine early warning.
- Plan tenant involvement and stakeholder relationships that are clear about accountability and move from consultation to real partnership.
- Compare housing regulation, funding and sector voice in England and Wales, including the dual regulation of housing with care.
What you'll develop
Across this Explore, you will develop the ability to:
- Explain the governance and viability judgements and how they sit with consumer standards in one published regulatory picture.
- Distinguish consultation, involvement and partnership, and place your own involvement activities on the participation ladder.
- Distinguish general needs housing, extra care housing and supported living by purpose, population and the support built into the offer.
- Identify the five key stakeholders of a housing association and describe what the association is accountable to each of them for.
- Describe the roles of Community Housing Cymru and the National Housing Federation, including what a national membership body does and does not do.
- Apply the housing toolkit of types, governance, finance and tenant involvement to analyse an unfamiliar case.
