About this course

Overview and Outcomes.

Who It's For

Leaders, commissioners and practitioners in housing, councils, the NHS, substance use services and charities in Wales and England.

Overview

This Focus brings together the approaches that keep people alive and help them into settled homes. It begins with co-occurring conditions and NICE guideline NG58, then sets out harm reduction, its five principles and four tools, WEDINOS and practical steps for hostels. It moves to homelessness law, from the Housing (Wales) Act 2014 and the 2026 Welsh Act to England's Homelessness Reduction Act 2017 and the National Plan to End Homelessness. It closes with Housing First and Homeless Link's seven principles, and trauma-informed and psychologically informed services that make exclusion the exception.

Aims

This Focus aims to develop leaders who put keeping people alive first, understand the legal duties that shape homelessness services in each nation, and build services, from Housing First to psychologically informed environments, that offer a settled home and support people without excluding them.

In summary, you will be able to:

  1. Review how your service responds to people with co-occurring conditions and moments of high risk.
  2. Apply the homelessness duties in Wales or England to the way your teams prevent and relieve homelessness.
  3. Shape services that offer a stable home and clear, fair boundaries rather than exclusion.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Explain co-occurring conditions and the principle in NICE guideline NG58 that no one should be excluded from one service because of the other condition.
  2. Apply practical harm reduction steps in housing and hostels, including naloxone, disclosure without penalty and welfare checks at known moments of risk.
  3. Explain what the 2026 Act asks of frontline teams, leaders and boards, including the duty to ask and act, plans without sanctions and the role of judgement.
  4. Plan practical steps to prevent discharge into homelessness, drawing on the lessons of Everyone In about what makes rapid, joined-up action possible.
  5. Explain how Housing First differs from the staircase model, and why it treats a home as a foundation for recovery rather than a reward.
  6. Plan practical steps to make exclusion the exception in your service, from reviewing every exclusion to redesigning spaces and rules with residents.
