About this course

Overview and Outcomes.

Who It's For

Leaders and practitioners in housing, councils, the NHS, mental health services, police and charities supporting people experiencing homelessness.

Overview

This Focus brings together the foundations for understanding homelessness, multiple disadvantage and mental health. It begins with the full spectrum of homelessness, person-first language, Keyes's dual continua and the Welsh Adverse Childhood Experiences study. It then reads the figures in Wales and England, including hidden homelessness and the shifting the burden pattern. Multiple disadvantage follows, through Hard Edges and the MEAM Approach, reframing complex people as complex systems. It closes with the two-way cycle between mental health and homelessness, the no wrong door approach, and mental health law from the 1983 Act to the Mental Health Act 2025.

Aims

This Focus aims to develop leaders who see the whole person behind every figure, understand how homelessness, mental health and multiple disadvantage interact, and shape services that fit people rather than asking people to fit services, from the first contact through to a good discharge from hospital.

In summary, you will be able to:

  1. Describe homelessness, mental health and multiple disadvantage as connected parts of one picture.
  2. Identify where your service creates gaps or barriers for people facing several disadvantages at once.
  3. Plan practical steps towards coordinated, person-centred support in your own area.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Apply the five things leaders do to move your services from managing homelessness towards ending it, so that services fit people rather than people fitting services.
  2. Interpret the headline figures on rough sleeping and temporary accommodation in Wales and England, including how each nation counts and why the figures are not like for like.
  3. Explain the reframing from complex people to complex systems, and how services built for one need create gaps for people facing several.
  4. Apply a no wrong door approach, with warm handovers, shared plans and joint assessments, to remove designed-in barriers to care and make rights reachable.
  5. Plan a good discharge for someone at risk of homelessness, treating discharge as a transition and drawing on section 117 aftercare and the homelessness duties on public bodies.
