About this course

Overview and Outcomes.

Who It's For

Leaders and managers in health boards, councils, social care, housing and charities working across health and care in Wales and England.

Overview

This Focus brings together the foundations, structures, money and people of health and social care integration. It opens with what integration is for, using Leutz's three levels, the rainbow model and Huxham and Vangen on why collaboration is hard. It then compares Regional Partnership Boards and A Healthier Wales with integrated care systems under the Health and Care Act 2022 and the 2025 to 2026 reforms. It closes with pooled budgets, the Better Care Fund and the Regional Integration Fund, and with the workforce, using Skills for Care figures and Schein's three levels of culture.

Aims

This Focus aims to develop leaders who ask what integration is for before reaching for a structure. It builds a clear understanding of the systems in Wales and England, the confidence to test how partnership money is governed, and the judgement to treat every integration plan as a workforce plan too.

In summary, you will be able to:

  1. Judge how much integration a group of people needs and where it has to happen.
  2. Compare the partnership, funding and accountability arrangements in Wales and England.
  3. Plan integration around the workforce and culture that make joint care possible.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Explain why integration is a means rather than an end, and use Leutz's three levels and the rainbow model to judge how much integration a group of people needs and where it has to happen.
  2. Assess what the evidence says integration reliably delivers, and set out an honest case that does not promise quick cuts in admissions or cost.
  3. Assess whether a partnership board genuinely shapes decisions or simply approves papers, drawing on A Healthier Wales and the third sector voices of the 2017 Think Piece.
  4. Outline the 2025 to 2026 reforms, from the abolition of NHS England and board mergers to the Health Bill and the 10 Year Health Plan, distinguishing what is proposed from what is law.
  5. Assess a pooled fund's purpose, governance, risk sharing, evidence and exit plan, including the oversight duties Audit Wales highlights for statutory members.
  6. Use Schein's three levels of culture to diagnose why joint working stalls below the surface, and recognise how employment differences between the NHS and social care shape who is heard.
