Who It's For
Housing leaders working across care, health, councils and national boundaries
Overview
Social landlords do not work alone, and some of the most demanding leadership happens at the boundaries with care, health, councils and funders. Beyond the front door explores housing with care, comparing extra care and supported living with general needs housing and examining dual regulation alongside the Care Quality Commission or Care Inspectorate Wales. It maps five key stakeholders and asks who the association is accountable to and for what, then compares England and Wales through Community Housing Cymru and the National Housing Federation. Three applied cases close the programme, including the Rochdale Boroughwide Housing case behind Awaab's Law.
Aims
This programme aims to strengthen the judgement of housing leaders who work across organisational and national boundaries, helping them govern schemes subject to dual regulation, manage stakeholder relationships with clarity about accountability, and lead well in a sector with two rulebooks.
In summary, you will be able to:
- Distinguish extra care, supported living and general needs housing, and explain how dual regulation shapes the governance of housing with care.
- Map the regulator, funders, local authority, health partners and tenants, and assess what your organisation is accountable to each of them for.
- Apply lessons from mergers, the Awaab's Law case and extra care to strengthen board assurance and partnership working in England or Wales.
What you'll develop
Through this Focus course, you will build the ability to:
- Distinguish general needs housing, extra care housing and supported living by purpose, population and the support built into the offer.
- Explain dual regulation, identifying which body regulates the housing and which regulates the care in England and in Wales.
- Identify the five key stakeholders of a housing association and describe what the association is accountable to each of them for.
- Explain why a housing association's accountability forms a landscape rather than a hierarchy, and why tenants sit at its centre.
- Describe the roles of Community Housing Cymru and the National Housing Federation, including what a national membership body does and does not do.
- Apply the housing toolkit of types, governance, finance and tenant involvement to analyse an unfamiliar case.
