Who It's For

Housing leaders and board members balancing finance, regulation and tenant voice

Overview

A housing association is neither charity nor developer, and its leaders must hold mission, money and tenant voice together. Sound finances, strong voices starts with the strategic framework: a social mission, values, a multi-year business plan and the regulator's consumer and economic standards. It then explains the mixed financial model of grant, private borrowing, cross subsidy and rent set within the Rent Standard, and how governance and viability ratings test it. It closes with tenant involvement, moving from consultation to partnership through Arnstein's ladder, Tenant Satisfaction Measures and the reforms that followed Grenfell Tower and the death of Awaab Ishak.

Aims

This programme aims to help housing leaders and board members connect strategy, finance and assurance with the voices of the people they house, treating regulation as an early warning system rather than a compliance exercise and making tenant involvement a genuine partnership.

In summary, you will be able to:

  1. Explain how grant, private borrowing, cross subsidy and rent combine in a housing association's financial model and multi-year business plan.
  2. Assess an organisation's assurance against governance, viability and consumer standards, recognising the patterns that typically draw regulatory attention.
  3. Plan tenant involvement that moves beyond consultation to partnership, using Tenant Satisfaction Measures and the expectations set after Grenfell Tower.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Describe the four building blocks of a housing association's strategic framework and how they fit together across the planning cycle.
  2. Distinguish what the consumer standards and the economic standards cover, and explain why the framework is internally set but externally checked.
  3. Describe the four ingredients of housing association finance and explain how they combine on a single development.
  4. Compare the grant routes in England and Wales and distinguish housing association finance from that of a council or private landlord.
  5. Explain the governance and viability judgements and how they sit with consumer standards in one published regulatory picture.
  6. Distinguish consultation, involvement and partnership, and place your own involvement activities on the participation ladder.
