Overview and Outcomes.
Who It's For
Leaders and boards in housing and local government
Overview
Compliance is what happens when someone is watching; culture is what happens when nobody is. This programme looks at housing regulation after the Grenfell Tower fire and the death of Awaab Ishak, the consumer standards and Tenant Satisfaction Measures, and the Welsh model of regulated self-assurance. It explains the Best Value Duty, council intervention, the Welsh self-assessment model and the Three Lines Model, then moves beyond box-ticking with Paine's integrity approach, Goodhart's law and target gaming. A capstone reads Betsi Cadwaladr, Whorlton Hall and Thames Water to show what regulation can and cannot do without leadership.
Aims
This programme aims to move leaders and boards from compliance as the goal to compliance as the floor, building the integrity, evidence and regulator relationships that keep an organisation the same on an ordinary day as on inspection day, for tenants, residents and the public.
In summary, you will be able to:
- Explain the regulatory and accountability frameworks for social housing and local government in England and Wales, including new housing powers and the Best Value Duty.
- Assess the reliability of your own safety, performance and assurance data, using triangulation and an assurance map to guard against target gaming.
- Apply integrity-based compliance, the regulated self-assurance cycle and lessons from major cases to lead a healthy relationship with your regulators.
What you'll develop
Through this Focus course, you will build the ability to:
- Explain the three new powers given to the Regulator of Social Housing and the four consumer standards they enforce.
- Assess the completeness of your own safety, stock condition and repairs data, using the lessons of the Newham case.
- Explain the Best Value Duty and the stages of intervention when an English council fails to meet it.
- Compare the English approach to council accountability with the Welsh model under the Local Government and Elections (Wales) Act 2021.
- Distinguish Paine's compliance-based and integrity-based approaches and explain why integrity includes compliance.
- Explain the institutional lessons of the Betsi Cadwaladr case for audit, escalation, board assurance and accountability, without implying individual wrongdoing.
