About this course

Overview and Outcomes.

Overview

Health and social care is where regulation touches the most intimate parts of people's lives. This module draws lessons from Mid Staffordshire and the Francis Inquiry, Dr Penny Dash's 2024 review of the Care Quality Commission and its rebuilding, the CQC's warning signs of closed cultures, the distinct Welsh architecture under RISCA and the 2020 Quality and Engagement Act, and the duty of candour in both nations. Inspection is done to people, not only to institutions, and how it is led matters as much as the framework. This module looks at the death of headteacher Ruth Perry and Ofsted's response, the move to report cards in England, Estyn's dialogue-led cycle in Wales, the strengths and risks of judgement-led and dialogue-led inspection, and Leeds's journey from inadequate to outstanding through restorative practice.

What you'll develop

In this Bitesize, you will develop the ability to:

  1. Explain the lessons of Mid Staffordshire and the Dash review for how boards should treat complaints, family voices and ratings.
  2. Identify the four groups of warning signs of a closed culture and assess where harm could be hidden in your own services.
  3. Describe how the duty of candour works in Wales and England and use the five board questions to test quality before an inspection.
  4. Describe how Ofsted and Estyn now report on schools and why a grade is a summary rather than the whole story.
  5. Compare judgement-led and dialogue-led inspection, including what each offers parents, leaders and government and what each risks.
