Who It's For

Leaders who may take a strategic or tactical role in a live emergency

Overview

This Focus covers what leaders need once an emergency is under way. It begins with structure: strategic, tactical and operational command, the co-ordinating groups, the decision log and Storm Dennis in Rhondda Cynon Taf, then the five JESIP principles, the METHANE message, the Joint Decision Model and the Chilean mine rescue. It moves to judgement and words, with the Cynefin framework, Gary Klein's recognition primed decision model, Karl Weick's sensemaking and decision inertia, then crisis communication through Coombs, the CERC principles and Welsh Government communication during Covid-19. It closes with people and readiness: psychological safety, Heifetz's holding environment, burnout and moral injury, and the Covid-19 Inquiry's finding that the UK was prepared for the wrong pandemic.

Aims

The aim is to help leaders take their place confidently in a multi-agency response, make and record decisions they can defend, communicate with a worried public consistently and humanely, and look after the people who carry the work.

In summary, you will be able to:

  1. Lead within a multi-agency response using JESIP, the Joint Decision Model and a disciplined decision log that will stand up to later scrutiny.
  2. Apply recognition, sensemaking and the CERC principles to decide and communicate under pressure when information is incomplete and the public is anxious.
  3. Plan support, rest and rotation for staff from the first days of a response, drawing on the Covid-19 Inquiry's findings on health and care staff.

What you'll develop

Through this Focus course, you will build the ability to:

  1. Apply the discipline of the decision log and the five first-hours questions when acting as a strategic leader.
  2. Describe the five JESIP principles and use the METHANE format to structure an incident report.
  3. Use the Joint Decision Model, a decision log and planned reviews to break decision inertia and make decisions you can defend.
  4. Apply the CERC principles and the lessons of the Welsh Covid-19 case to communicate consistently, own reversals and hold four audiences at once.
  5. Recognise early signs of strain, burnout and moral injury in colleagues and in yourself, and treat them as information about the system.
  6. Assess why the lessons of Exercise Cygnus were not acted on, and what turns an exercise into real change.
