Overview and Outcomes.
Who It's For
Senior leaders and board members accountable for learning from public inquiries
Overview
This Focus reads major public inquiries carefully and on their own findings. It opens with the Covid-19 Inquiry's second report on decisions across four nations and its finding that, in a fast crisis, delay decides. It then turns to Grenfell, holding in mind the 72 people who died and the finding that every death was avoidable, and to Manchester Arena, remembering the 22 people killed, with its findings on the foundering of JESIP and Martyn's Law. The middle section examines recovery: the four dimensions of recovery, humanitarian assistance with dignity, communities as responders and Aberfan in 1966. It closes with accountability, through the Inquiries Act 2005, Hillsborough, the Welsh NHS duty of candour, and a capstone on Salisbury, Storm Arwen and CrowdStrike.
Aims
This programme aims to help leaders act on warnings before they become findings, lead recovery that treats people with dignity over the long term, and meet scrutiny with candour, so that hard-won lessons from public inquiries change their own organisation's practice.
In summary, you will be able to:
- Explain what the Covid-19, Grenfell Tower and Manchester Arena inquiries found, and what their findings ask of local leaders and institutions.
- Assess how your organisation handles warnings, joint plans and recovery arrangements against the failures that the inquiries identified, and act on what you find.
- Lead with candour after an emergency by saying sorry early, explaining honestly and learning visibly in ways that rebuild public trust.
What you'll develop
Through this Focus course, you will build the ability to:
- Plan ways to treat delay as a decision, agree triggers in advance and combine careful process with speed.
- Assess how warnings, complaints and certificates are handled in your organisation, and where they may be dismissed or trusted without evidence.
- Distinguish a plan that one service knows from a genuinely joint plan, and judge which of your own plans rely on partners.
- Apply the principles of dignified humanitarian assistance and community partnership to people affected by an emergency.
- Use the habits of saying sorry early, explaining honestly and learning visibly to strengthen candour and learning in your organisation.
- Apply a consistent set of leadership lenses to analyse emergencies that differ in cause, scale and speed.
