Who It's For
Leaders in councils, health, housing and charities responsible for emergency readiness
Overview
This Focus builds readiness from the ground up. It opens with what makes a crisis, drawing on Boin and colleagues' threat, urgency and uncertainty, Keith Grint's tame, wicked and critical problems, and Gene Kranz on Apollo 13. It then sets out the system leaders work within: the Civil Contingencies Act 2004, Category 1 and Category 2 responders, resilience structures in Wales and the triple lock on emergency powers, followed by the road from Exercise Cygnus to Exercise Pegasus through the National Risk Register and the UK and Wales resilience frameworks. The final part turns to keeping going, with business impact analysis, ISO 22301, the British Library cyber attack, Weick and Sutcliffe's high-reliability principles and why lessons identified so often go unlearned.
Aims
This programme aims to develop leaders who understand their organisation's legal duties, can judge whether attention matches the risks that matter most, and can build continuity and exercising that genuinely test readiness rather than confirm comfort.
In summary, you will be able to:
- Explain the duties the Civil Contingencies Act 2004 places on your organisation and how resilience is organised across the UK and Wales.
- Assess whether your organisation's continuity arrangements protect the services people depend on most, using business impact analysis and recovery priorities.
- Plan exercises that expose weaknesses and make sure the lessons they identify are owned, acted on and tested again.
What you'll develop
Through this Focus course, you will build the ability to:
- Distinguish an incident, an emergency, a major incident and a crisis, and explain why naming the situation early and honestly shapes the response.
- Distinguish Category 1 from Category 2 responders and set out the duties the Act places on Category 1 organisations and their leaders.
- Apply the Part 2 triple lock of serious, necessary and proportionate to your own crisis decisions, and explain why Part 2 went unused during Covid-19.
- Use the likelihood and impact matrix to judge whether your organisation's attention and investment match its top risks.
- Use MTPD, RTO, RPO and MBCO to set and test recovery priorities for your organisation's critical services.
- Identify why lessons from exercises go unlearned, using Exercise Cygnus, and plan how to close the gap through ownership, visibility and repeat testing.
