Overview and Outcomes.

Who It's For

Leaders across councils, health, housing and charities with emergency responsibilities

Overview

This full-day programme covers the whole crisis and emergency leadership topic in four stages. Before: what makes a crisis through Boin and Grint, the Civil Contingencies Act 2004, resilience from Exercise Cygnus to Exercise Pegasus, business continuity and exercising. During: command and co-ordination, JESIP and the Joint Decision Model, deciding under pressure with Cynefin, Klein and Weick, crisis communication through Coombs and CERC, and caring for the people who carry the response. Then the inquiries, read with care: the Covid-19 Inquiry on preparedness and decisions, Grenfell and Manchester Arena. After: recovery and humanitarian assistance, Aberfan, Hillsborough and the duty of candour, closing with a capstone on Salisbury, Storm Arwen and the CrowdStrike outage.

Aims

This programme aims to develop leaders whose steadiness rests on preparation, clarity, candour and care: able to name a crisis early, take their place in a multi-agency response, make decisions they can defend, and lead recovery that honours the people affected.

In summary, you will be able to:

  1. Explain the legal, structural and resilience framework for emergencies in the UK and Wales, and your organisation's place within it.
  2. Lead a multi-agency response with clear command, defensible decisions, humane communication and proper care for the staff who carry the work.
  3. Apply the findings of major public inquiries to strengthen readiness, recovery and candour in your organisation during ordinary time.

What you'll develop

By the end of this Immerse, you will be able to:

  1. Distinguish an incident, an emergency, a major incident and a crisis, and explain why naming the situation early and honestly shapes the response.
  2. Identify why lessons from exercises go unlearned, using Exercise Cygnus, and plan how to close the gap through ownership, visibility and repeat testing.
  3. Use the Joint Decision Model, a decision log and planned reviews to break decision inertia and make decisions you can defend.
  4. Apply the CERC principles and the lessons of the Welsh Covid-19 case to communicate consistently, own reversals and hold four audiences at once.
  5. Assess how warnings, complaints and certificates are handled in your organisation, and where they may be dismissed or trusted without evidence.
  6. Use the habits of saying sorry early, explaining honestly and learning visibly to strengthen candour and learning in your organisation.
